		<description>My husband and I bought our house in Northside in 1992.  That’s 20 years ago.  The former owner had a tenant for a short time and for some reason thought it necessary to separate utilities between upstairs &amp; downstairs.  There is an inoperable kitchen sink in the 3rd bedroom upstairs (now my office).  The house was built in 1903, to be a one family dwelling and the Hamilton County auditor has it classified correctly, as single family.

Shortly after moving in, I contacted the GCWW billing department and ask them why I was receiving two water bills.  I was told that they could combine into one bill – but I would be required to pay extra sewer fees regardless, unless I tore out that upstairs sink and paid to get the home inspected by the GCWW.  I think this was a lie!  I never followed up because the cost &amp; effort of remodeling that room and subsequent inspection, was not a priority. We had just bought a house, we were strapped for money.  The extra sewer fees were much lower 20 years ago.  They have more than tripled since then.  I’ve had it in the back of my mind to look into this again.  

Last week, I contacted the Water Works.  As soon as I said Northside home and multi-family vs. single family…the billing receptionist seemed to go on automatic pilot.  She acknowledged the error and said I need to contact a Miss Flack at the MSD.  I did just that. Miss Flack @ MSD, also very familiar with this issue, emailed me an “Account Review Request Form”.  She told me I need to submit the completed the form along with 6 years of paperwork from my homeowner’s insurance company proving I have been insuring my home as a single family home.  She said they will only reimburse the over-payments going back 6 years.  She did not specify how long it would take to get a refund or if it would be in the form of a credit or a lump sum.  

I do have the insurance declarations for the past 4 years, but my agent cannot go back prior to 2008 because they covered us under a different company that they are no longer affiliated with.  I believe my husband and I are entitled to the entire over-paid amount.  After 20 years, I’m sure it’s over $6,000.  We would use it to rip out that stupid old sink and remodel the entire room!
